In the field of open data, it is difficult to find a Francophone African actor. Afroleadership is on its way to breaking this glass ceiling. In a publication dated November 17, 2021, the highly influential “The Africa Report” cited Charlie Martial Ngounou, President of Afroleadership, as one of the leading activists in transparency on the continent.
In reality, the civil society organization he leads is engaged in the transparency process in public procurement in Cameroon. “It is about being involved in every phase of the process leading to the awarding of contracts and the subsequent stages,” explains Mr. Ngounou.
To carry out its work, Afroleadership takes advantage of reforms implemented by the Cameroonian government since 2013 in the public procurement sector. With the creation of the Ministry of Public Contracts, oversight has been strengthened to ensure greater transparency.
However, this context is not favorable to the work of the team led by Charlie Martial Ngounou. “It must be acknowledged that there are many difficulties for civil society organizations in meaningfully participating in the monitoring of contracts and public procurement,” regrets the President of Afroleadership.
Among the actors recognized by “The Africa Report” are three organizations from Nigeria and one from Kenya. The Africa Report is a monthly publication created in 2005 and based in Paris. It covers African political and economic issues. Over its 16 years of existence, the publication has expanded strongly into the most widely followed digital media platforms worldwide.
